On Monday (28), the federal government launched a new registration phase for the “Desenrola” program. Now, companies that wish to collect their debts can register directly with the Ministry of Finance. This registration step is essential for those who want to join the program.
For this phase, the focus is on companies that want to recover debts related to utility bills, retail and education. The goal is to identify companies ready for the next phase of the program, aimed especially at Band 1 of the population.

The Ministry of Finance informs that interested companies have until September 9 to request their inclusion. During this process, they must declare the amounts owed and the payment terms they are willing to offer.
The platform now allows all companies with outstanding debts – including banks, retailers and dealerships – to participate. They must identify and update their debts between August 28 and September 9, using the Creditor Portal with a certified eCNPJ, as indicated by the Ministry.

How to apply
Here is the procedure for companies that wish to register in the Desenrola program:
- Access the portal with your eCNPJ.
- On the portal, interested parties must digitally sign the Membership Agreement using the eCPF of the legal representative registered with the Federal Revenue Service.
- Then download the Lender Handbook, which provides detailed guidance.
- Finally, companies need to update debts and provide additional information.
After this procedure, companies will participate in a type of auction, where the government will select those that offer the best terms to consumers.
The Ministry advises debtors to update or create an account on the GOV.BR website, ensuring future access to the platform and keeping their information up to date. The final phase of “Desenrola Brasil”, where debtors will be able to negotiate their debts, should begin at the end of September, according to the Ministry.
Desenrola Program Guarantee
By joining the program, companies receive a guarantee from a Guarantee Fund. After establishing an agreement with a client, they expect to receive payment. If the client defaults, the government will step in and honor the commitment.
Focus on Track 1
Desenrola's Band 1 covers citizens with a per capita income of up to two minimum wages (R$ 2.6 thousand). They must have a maximum debt of R$ 5 thousand, acquired until December 31, 2022.
It is important to note that, for now, the government is only registering interested companies. Individuals who wish to negotiate their debts do not need to act yet. Negotiations are expected to begin in approximately one month, with the Ministry of Finance planning to begin this process between September 25 and 29.
