A provisional measure was enacted by the Federal Government, ensuring emergency aid of R$200 million for countless Brazilians. In this way, beneficiaries who suffered material losses in Rio Grande do Sul will be favored.

Thus, Provisional Measure (MPV) 1,189/2023 was published in the extra edition of the Official Gazette of the Union (DOU) last Wednesday (27). Beneficiaries who reside in municipalities with a state of calamity decree, due to intense storms in the state, are the targets of this aid. Find out more below.

Federal Government confirms Emergency Aid for beneficiaries in Rio Grande do Sul

Financial aid of up to R$200 million for this group has been in force since the publication of Provisional Measure 1,189/2023 in the Official Gazette. In this way, two guarantee funds that provide services to companies ensure this aid.

Consequently, these funds aim to increase the guarantees that banks request to grant loans to beneficiaries. In addition, this MP is in addition to another, MP 1.190/2023, which made available a benefit of R$1.400 million for beneficiaries and those involved in family farming in Rio Grande do Sul.

These two initiatives are part of a set of aid interventions by the Planalto Palace, aimed at helping municipalities in Rio Grande do Sul impacted by heavy rains and the resulting damage.

Does the measure have the potential to become law?

A provisional measure comes into effect immediately, but requires confirmation by both houses of the National Congress, namely the Chamber of Deputies and the Federal Senate, to become law. The period for such deliberations is 4 months.

However, these houses have already deliberated on significant proposals related to the state of Rio Grande do Sul. For example, on September 12, the Senate ratified decree PDL 321/2023, validating the state of calamity of 98 municipalities in RS until December 31, 2024.

Furthermore, the Chamber of Deputies ratified a decree granting exemption to Rio Grande do Sul and such municipalities from the limitations of the Fiscal Responsibility Law (LRF), upon validation of a state of calamity.
