BPC and Bolsa Família: Understand the New Benefit Accumulation Rule

Recently, a new measure brought significant changes for beneficiaries of the Continuous Benefit Payment (BPC).

The proposal, approved by Human Rights Commission (CDH), aims to exclude BPC from the calculation of family income used as a criterion for participation in the Program Family Allowance. However, this legislative advancement promises to have a positive impact on many Brazilian families.

Furthermore, this benefit, regulated by LOAS, is worth a minimum wage. To receive BPC, the per capita family income must be less than ¼ of the current minimum wage and the beneficiary must be registered with CadÚnico.

Understanding the BPC Change: Income Accumulation

The new proposal, defended by Senator Flávio Arns, excludes the BPC value from the calculation of family income for the purposes of granting Bolsa Família.

Previously, considering the Benefit as part of family income often prevented low-income families, especially those with disabled members, from qualifying for Bolsa Família.

Senator Arns argues that the Benefit should be considered an essential benefit to cover basic and specific needs of the elderly and people with disabilities, not an income.

Therefore, by including BPC in the income calculation, many families ended up being disqualified for Bolsa Família, worsening their situation of vulnerability.

Impacts of the New Measure

Excluding BPC from the calculation of family income brings several benefits:
