Alavanca Brasil Project: A window of opportunity for small business entrepreneurs to settle debts and boost their transactions
The Brazilian government introduced the Alavanca Brasil Project with the mission of helping individuals refinance their debts and simplifying access to financing. This action not only provides benefits to society, but can also have a positive impact on the country's microenterprises, according to Sebrae. According to figures from a study conducted by Sebrae, most Brazilian microenterprises (61%) that took out loans in 2022 did so as individuals.

Therefore, entrepreneurs indebted to financial institutions can benefit from the Alavanca Brasil Project to settle their accounts and organize their finances. Furthermore, by getting rid of their debts through the project, these businesses will have the chance to secure more favorable loans as legal entities and restructure their finances, as mentioned by Giovanni Soares, Sebrae's Innovation and Digital Transformation Agent.
Benefits of Alavanca for Small Businesses
The Alavanca Brasil project offers other considerable gains for microenterprises, in addition to enabling debt refinancing. One of these benefits is the growth of society’s purchasing power. With reduced debts, the population will have more resources to invest in goods and services, which can boost businesses’ transactions and customer base.

Giovanni Soares believes that microenterprises will be the first to reap the benefits of this increase in consumption. The expectation is that the Alavanca Brasil Project will trigger an unlocking of consumption and the development of national economic activity.
Who Can Benefit from the Alavanca Brasil Project
The Alavanca Brasil Project has the capacity to serve a broad segment of Brazil’s indebted population. The project’s first stage, named Bracket 2, encompasses people with a monthly income between 2 minimum wages and R$ 20,000 who have debts with banks. For those indebted with debts of up to R$ 100, their names will be automatically removed from the records of defaulters by financial institutions.
As for Tier 1 debtors, with an income of up to two minimum wages or registered in the Single Registry (CadÚnico), and with debts of up to R$ 5,000, renegotiations should begin in September. In this case, financial intermediaries must request qualification on the Alavanca Brasil Operations Guarantee Fund platform and comply with the commercial and technological criteria set out in the Alavanca Brasil FGO Operational Procedures Manual. For this group, the government will allocate resources from the Operations Guarantee Fund to negotiate the settlement of their obligations with the banks.
The Importance of Financial Planning for Small Businesses
Although the Alavanca Brasil Project is initially focused on individuals, it also generates indirect advantages for microenterprises. Several financial institutions are taking advantage of this trend and proposing more favorable refinancing conditions for entrepreneurs, as reported by Weniston Abreu, Coordinator of Financial Education and Guidance at Sebrae Nacional.
It is crucial for entrepreneurs to be aware of their own financial situations. If they have personal debts, this may hinder their ability to obtain loans for the business in the future. During the pandemic, many microenterprises needed to seek credit through the various lines made available by the government. However, with financing linked to the Selic rate, many entrepreneurs saw their debts grow significantly.

At this time, when several companies are financially strained due to loan repayments, planning becomes essential. Many businesses currently in default took out loans without adequate planning, relying solely on positive expectations. They did not properly assess whether they would be able to take on that debt in the future. When the debt persists, the entrepreneur runs the risk of having their name listed as delinquent and, consequently, losing the ability to purchase goods and replenish their inventory.
Sebrae Guidelines for Entrepreneurs
To help entrepreneurs make informed decisions regarding credit, Sebrae offers the Guided and Assisted Credit Program. This service provides information, diagnostics, digital tools, content, training, and consulting so that business owners can minimize the risk of default and enhance the financial sustainability of their businesses.
The Alavanca Brasil Project represents a great opportunity for entrepreneurs to settle their debts as individuals and organize their finances. In addition, the growth in the population's purchasing power, resulting from debt renegotiation, can boost transactions and bring benefits to micro-enterprises. It is important for entrepreneurs to pay attention to the terms offered by financial institutions and carry out proper financial planning to ensure the success and sustainability of their businesses.
