This aid is part of strengthening the support provided to students, with the aim of creating more opportunities for them to focus on their studies and progress toward the job market.

The Brazilian central administration has confirmed financial support of approximately R$ 5,700, intended for Brazilian citizens who meet the previously established criteria.

Essentially, it is the opportunity to obtain a scholarship that helps cover educational costs, which are not accessible to everyone in Brazil. The aim is to increase the number of individuals with access to higher education.

The amounts may vary depending on the course selected, the student's financial situation, and whether the scholarship will be partial or full.

Government study subsidy

This government assistance, which we are discussing, involves scholarships from the Programa Universitário do Bem (ProBem). Partial and full scholarships are awarded to low-income students to enter higher education.

The purpose is to invest in the training of future professionals, especially in professions that need more workers. The scholarships are only applicable to first undergraduate degrees at Higher Education Institutions participating in the program.

In Goiás, 4 thousand scholarships were made available, including 1 thousand full scholarships and 3 thousand partial scholarships, with retroactive payment since July 2023. Partial scholarships cover half of the tuition fee, up to R$ 650, while for medicine or dentistry, the amount reaches R$ 2.9 thousand.

Full scholarships, in turn, cover 100% of the tuition fee, up to R$ 1.5 thousand, except for medicine or dentistry, where the limit reaches R$ 5.7 thousand. This variation in the amounts is due to the higher cost of the materials required for training in these fields.

Requirements and registration processes

Regarding the requirements and registration process, potential beneficiaries include:

  • Candidates registered with the Cadastro Único;
  • People in a situation of social vulnerability;
  • Residents of Goiás;
  • Those with some type of connection to the Higher Education Institution participating in ProBem;
  • Students enrolled in in-person courses.

In addition, the student cannot be enrolled in another undergraduate program or hold a higher education degree. Applications for government assistance must be submitted on the program’s official website.

The selection will be based on an analysis of criteria such as profile and family income, level of education, limited access to work, lack of resources and housing conditions.

The results will be announced in the first week of August. Those who are unable to apply must wait for the issuance of a new notice, commonly released each semester.

Assistance for working and studying simultaneously

In recent days, the Coordination for the Improvement of Higher Education Personnel (Capes), linked to the Ministry of Education (MEC), announced the relaxation of the rules regarding the possibility of combining graduate scholarships (master's, doctoral, or postdoctoral) with paid activities.

According to Capes, higher education and research institutions in Brazil, as well as graduate programs, will have the autonomy to establish their own rules regarding the awarding of scholarships to students who engage in other paid activities.

This new regulation is intended to encourage scientific research in areas where scholarships are not as attractive as the salaries offered by the job market. This is because the new rules allow students to combine scholarships with paid jobs that are unrelated to the scholarship recipient's field of study.

However, it is important to highlight that the decision on scholarship accumulation will be the sole responsibility of the country's higher education institutions. According to the National Association of Federal Higher Education Institutions Leaders (Andifes) and the National Association of Postgraduate Students (ANPG), it is essential that there be a democratic debate within the institutions, in which students also participate in the decisions.

Finally, the only general restriction established is the impossibility of receiving a scholarship at the same level financed with federal funds. Therefore, a Capes scholarship, for example, cannot have the same amount as a CNPq (National Council for Scientific and Technological Development) scholarship.
