The Febraban institution recently presented the initial results of the eagerly awaited debt renegotiation program, Desenrola Brasil, launched last Monday (17).

In this way, banking institutions managed to renegotiate an impressive sum of R$ 500 million across no fewer than 150 thousand debt contracts.

First of all, a brief explanation of the program is essential. Desenrola Brasil fulfills one of the campaign promises of President Luiz Inácio Lula da Silva (PT), aiming to provide effective solutions to the problem of individual debt.

The initiative’s main purpose is to help citizens on the list of people with negative credit records, seeking to restore the consumption potential of those facing financial challenges.

Recently, renegotiations in the first stage of the program began, aimed at delinquent individuals who fall within “Faixa 2”.

This group includes debts and individuals up to December 31, 2022, provided that their monthly income does not exceed R$ 20 thousand.

In addition, the removal of negative credit listings for debts of up to R$ 100 was implemented as an incentive measure for banks to participate in the program.

It is worth emphasizing that, initially, the Ministry of Finance's forecasts indicated that approximately 1.5 million people could benefit from this measure.

However, the results released by Febraban reveal that this goal was considerably surpassed as early as the first week of the Desenrola Brasil program.

The number of beneficiaries exceeded all expectations, leading to an upward revision of the estimates.

Note: The removal of the negative credit listing does not imply forgiveness. The debt will continue to exist; however, the banks undertake not to register the debtors with credit bureaus.

How do the program’s “Tiers” work?

Tier 1 of Desenrola Brasil is intended to serve individuals in the community with an income of up to R$ 2,640, equivalent to two minimum wages, or who are registered with the federal government's Single Registry (CadÚnico).

In addition, it will be possible to renegotiate financial and non-financial debts up to a maximum amount of R$ 5,000, provided that these debts were incurred between January 1, 2019, and December 31, 2022.

Its launch will not take place at this first stage; it is scheduled for September.

The restructuring of financial commitments will be carried out through a digital platform. In this regard, the debtor will access the system using their Gov.br portal login.

In “Band 2,” each financial institution will be responsible for negotiating its own debts.

In addition, an essential aspect to highlight is that, unlike Band 1, participants in Band 2 of Desenrola Brasil will not need to register or submit requests to receive assistance through the government's digital channels.

This more streamlined process aims to speed up the procedure and make renegotiation more accessible and efficient for the financial institutions involved.

Likewise, unlike Tier 1, in which the government provides guarantees for renegotiations, this type of insurance will not be available for this group of Tier 2 beneficiaries.

However, to encourage banks to increase the supply of credit to beneficiaries in this tier, the government will implement an incentive program.

Which debts are not covered by Desenrola Brasil?

In Tier 1, Desenrola Brasil does not cover certain scenarios, namely:

  • Debts with collateral – that is, those backed by a specific asset as payment security, such as real estate or vehicles;
  • Rural credit debts – which are financial obligations related to agricultural and livestock activities;
  • Real estate financing debts – that is, financial commitments related to the acquisition or construction of properties and real estate;

Transactions involving third-party funding or risk – covering any transactions that involve third-party resources or represent risks arising from other sources.

In Tier 2 of Desenrola Brasil, the specific categories of debt renegotiations that will not be covered are:

  • Debts related to rural credit;
  • Debts guaranteed by the Union or public entities;
  • Debts in which financial agents do not fully assume the credit risk;
  • Financial commitments involving the provision of public funds;
  • Debts with any form of interest rate equalization by the Union.
