In 1988, the Government of the State of Pernambuco established the Chapéu de Palha social program with the mission of mitigating the effects of unemployment caused by the off-season (the interval between the end of the harvest and the beginning of the new cultivation) in sugarcane, irrigated fruit farming, and periods of hardship in artisanal fishing.

Thus, nowadays, Caixa Econômica Federal, serving as the main operator, distributes R$ 271,10 through the program. However, in 2024, participants will receive a total of R$ 373,08. In addition, artisanal fishers, currently benefiting from R$ 281,90, will receive an increase to R$ 987,04. Explore more information about the program!
Who qualifies for Caixa payments

Therefore, to become eligible for the Chapéu de Palha Program, workers must meet the criteria below:
- Engaged in sugarcane and irrigated fruit farming activities with a monthly family income of up to R$ 60,00 per member, whether or not they have descendants;
- Involved in sugarcane and irrigated fruit-growing activities with a monthly family income between R$ 60.00 and R$ 120.00 per person, and whose household includes pregnant women, nursing mothers, children up to 12 years old, and adolescents up to 15 years old;
- Employed in artisanal fishing with a monthly family income of up to R$ 70.00 per member, with or without children;
- Engaged in artisanal fishing and with a monthly family income between R$ 70.01 and R$ 140.00 per person, whose family includes pregnant women, nursing mothers, children up to 12 years old, and adolescents up to 15 years old;
- Young people aged 18 to 24 who are unemployed due to the sugarcane off-season or who come from families with someone unemployed for the same reason.
Therefore, the Pernambuco Department of Planning and Management manages the registration, selection, and admission of beneficiaries to the social project. It is important to mention that the benefit is provided for four months each year.

Finally, beneficiaries can access payment from Caixa through the following channels:
- Digital Account;
- Digital social savings account – Caixa Tem (available for Android and iOS);
- Self-service terminals, Casas Lotéricas and Correspondentes Caixa Aqui using the Social Card and password;
- A Caixa branch presenting an official identity document.
