Last week, beneficiaries of the Bolsa Família program received great news: exemption from paying the installments of Minha Casa Minha Vida. However, even though this is good news, many people were confused about the development.

What’s new in Minha Casa Minha Vida
With the development, it was established that those who are part of both programs will no longer need to pay the installments. In other words, even if beneficiaries stop receiving the benefits in the future, it will not be necessary to pay the property financing.
There is also another development: the federal government reduced the number of installments required to pay off the contract. Thus, the number of installments fell from 120 to 60 months for PNHU (National Urban Housing Program) units.
In addition, the counterpart contribution was reduced from 4% to 1% in contracts made through PNHR (National Rural Housing Program).
Who is exempt from paying the Minha Casa Minha Vida fee?
Everyone who was registered in the Bolsa Família or BPC by September 28, 2023 have the exemption guaranteed. Future beneficiaries of the program, that is, those who joined after the 28th, will undergo an eligibility assessment by a financial agent.
A common question that arose with the new measure concerns the program block, so in these cases, even if your Bolsa Família benefit is blocked, you are still entitled to the exemption.
To do this, simply unblock it and have your eligibility confirmed to gain access to exemption from installments.
How will the government fund the exemptions?
The federal government should use the money spent collecting overdue program payments to finance the exemptions. Currently, this expense is R$ 300 million, that is, around 60% of the FAR (Residential Leasing Fund) developments are in default.
In other words, the Executive Branch aims to stop spending on debt collection, carried out through a contract with the Caixa and invest the amount in the new exemption measure.
According to Executive Branch officials, the expectation is that the measure's impact will be zero. The professionals also expect some savings from the change in approach.
