At the end of June, the National Legislature ratified the Provisional Measure on Bolsa Família, which established new guidelines for the program. One of the changes is the elimination of the benefit for beneficiaries with per capita income exceeding the amount determined by the program.
The Protection Rule was established to ensure that families with income above R$ 218 keep Bolsa Família, although with a 50% reduction. This means that a family entitled to receive R$ 600 as the standard installment will now receive only R$ 300.
This policy aims to motivate families to seek financial independence, but it is crucial to point out that the Protection Rule is valid for up to two years. After this period, families that still have high per capita income will be disconnected from the program.
Furthermore, families whose monthly income exceeds R$ 660 per person will also be automatically excluded from Bolsa Família. This new guideline has been in effect since July, so beneficiaries should pay attention to the payment for August.
Suspension and Disconnection of the Benefit
The Ministry of Development and Social Assistance (MDS) confirmed the return of the conditional rules of the Bolsa Família program. After a pause in May and June, the rules were once again required in July.
In July, beneficiaries who were not complying with the conditional rules of the Benefit received notifications about the importance of staying up to date. Families that continue to fail to meet the requirements may have their benefit suspended and, in more serious cases, will be disconnected from the program.
See the message sent to Bolsa Família beneficiaries:
“Bolsa Família Message: Conditionalities – Warning: someone in your family missed school more than permitted in April or May 2023. Avoid having your benefit blocked. Children aged 4 and older and adolescents must attend school. If you wish to submit a justification or believe there was an error, contact the Bolsa Família department in your city.”
It is crucial to mention that, in the event of a benefit block for failure to comply with the conditionality rules, families are not entitled to receive retroactive benefit payments. In addition, the block may last up to two months.
Bolsa Família conditionality guidelines
Bolsa Família conditionality guidelines aim to ensure that beneficiary families meet certain requirements to continue receiving the benefit. These rules are:
- Ensure that children aged 4 to 5 attend school at a minimum rate of 60%.
- Ensure that children and adolescents aged 6 to 18 attend school at a minimum rate of 75%.
- Ensure nutritional monitoring (weight and height) for children up to six years old.
- Keep the family's vaccination records up to date.
- Pregnant women must undergo prenatal care.
It is essential that beneficiaries pay attention to complying with these rules to avoid the suspension or termination of Bolsa Família.

Furthermore, the Bolsa Família program is an important mechanism for combating poverty and promoting social inclusion in Brazil. However, it is essential that beneficiary families are aware of the new rules and comply with the established criteria to continue receiving the benefit.
The elimination of the benefit for families with per capita income above the amount established by the project, the return of the conditional rules, and the payment schedule are measures aimed at ensuring the effectiveness and transparency of the project.
Therefore, it is crucial that beneficiaries pay attention to their obligations and stay up to date on information related to Bolsa Família, always seeking financial independence and an improved quality of life for their families.
