Recently, INSS (National Institute of Social Security) announced the renewal of payroll-deducted loans through BPC/Loas.

It is important to emphasize that this line of credit was approved in 2022 through Provisional Measure No. 1,106. However, in March 2023, the benefit was discontinued, blocking the formation of new contracts.

The main goal of this suspension was to safeguard beneficiaries and their family members from the threat of excessive debt, given their social vulnerability.

Therefore, considering Brazil's current situation of high default rates, a period was established until more suitable rules could be formulated for these individuals.

With the resumption of this program, new guidelines aligned with Law No. 14,601 were established, ensuring improved administration of this form of financial assistance.

These new guidelines primarily seek to ensure the sustainability and protection of beneficiaries, providing more suitable conditions for taking out a payroll-deducted loan through BPC.

Questions about credit.

If you have questions about the reinstatement of this line of credit, this article is for you! Keep reading.

First, we need to clarify some fundamental concepts: the BPC is a social assistance benefit granted to people aged 65 and over and low-income people with disabilities.

In the case of payroll-deducted loans, it is advantageous credit, with low interest rates and flexible repayment terms.

The installments for this type of loan are deducted directly from the monthly benefit, making it easier to settle financial obligations.

According to the new rules, the beneficiary may commit up to 35% of the amount received.

Of this total, 30% is allocated to loans and the remaining 5% to expenses with the payroll-deducted credit card.

Currently, the benefit for this group is paid at the minimum wage amount, which in 2023 is equivalent to R$ 1,320.

Therefore, with the 35% margin, this means that beneficiaries can spend up to R$ 462 per month on loan payments or other expenses.

Finally, we emphasize that the Provisional Measure proposes a minimum interval of 5 days between the application and the signing of the loan agreement.

This way, applicants will have the opportunity to carefully assess the loan’s conditions and terms, weigh the risks, and review their budget before making a final decision.

Note:

Adriane Bramante, president of IBDP, warns that authorization for BPC/Loas payroll-deducted loans could place beneficiaries at greater risk, considering that it is assistance income that needs to be renewed periodically.

She explains that this solution ultimately fails to resolve the situation for vulnerable people, compromising a significant portion of their benefit.

How to apply for a payroll-deducted loan through BPC?

Social Security plans to offer the credit service by the end of August; processes are still pending, such as internal regulation and system adjustments.

When the BPC payroll-deducted loan is implemented, beneficiaries will need to apply for the credit at a trusted financial institution.

The beneficiary or their legal representative, provided this is proven and judicially authorized, may submit the application.
