This Wednesday (7), the provisional measure (MP) for restructuring the Minha Casa, Minha Vida program was ratified by the plenary of the Chamber of Deputies. Now, the text will be submitted for consideration by the plenary of the Senate and must be ratified by next week to remain in effect.
According to Marangoni (União-SP), the MP's rapporteur, the text aims to combine urban development and housing, correcting historical shortcomings to prevent the creation of ghettos in outlying areas and the marginalization of families. Additionally, the measure proposes revitalizing urban centers to enable families to return to the city center.

The text ratified by the Chamber of Deputies includes a series of changes compared with the original text of the provisional measure. Among these changes, it is important to highlight the end of Caixa Econômica Federal's exclusivity in building housing for the Minha Casa, Minha Vida program. Thus, the aim is to encourage the inclusion of private banks, digital banks, and local financial institutions in managing the program.
“The revival of Minha Casa, Minha Vida is a historic milestone. We spent 4 years without a single new housing unit contracted by the government for tier 1,” stated Congressman Isnaldo Bulhões Júnior (MDB-AL).
Income brackets of the housing program
According to the ratified text, the Minha Casa, Minha Vida program will establish three income categories for the families covered. In urban areas, tier 1 will apply to families with a gross monthly household income of up to R$ 2,640. Tier 2 will cover families with income of up to R$ 4,400, and tier 3 will be intended for families with income of up to R$ 8,000.
In rural areas, the amounts will be assessed annually due to seasonal fluctuations in rural income. For tier 1 in rural areas, families with an annual income of up to R$ 31,680 will be included. Tier 2 will cover families with income of up to R$ 52,800, and tier 3 will be for families with income of up to R$ 96,000. Updating the amounts will be the responsibility of the Ministry of Cities.
