Recently, the Health Committee of the Chamber of Deputies approved a bill that brings significant changes for drivers with eye problems and other health conditions that affect mobility. This measure aims to include the term “reduced mobility” in the National Driver's License (CNH) of people with specific diseases, guaranteeing additional rights and benefits.
Bill Details
The change approved by the bill includes the inclusion of the term “reduced mobility” in the CNH of drivers with Amyotrophic Lateral Sclerosis (ALS), Ankylosing Spondylitis, Fibromyalgia and Multiple Sclerosis.
Therefore, this change aims to make it easier for traffic officers to identify these conditions and ensure that these drivers have access to spaces designated for people with disabilities.
Benefits of the New Legislation
Congresswoman Fernanda Pessoa, author of the project, highlighted that the proposal is essential to guarantee the rights of these drivers.
Furthermore, the measure also aims to eliminate doubts about the movement and mobility of people with these conditions, ensuring fairer and more appropriate treatment in traffic.
Support and Approval
The project's rapporteur, Zacharias Calil, supported the approval, emphasizing the importance of clarifying and standardizing the identification of drivers with reduced mobility.
He stressed that including this information on the CNH is an important step towards eliminating ambiguities and ensuring that drivers' rights are respected.
However, the bill still needs to be analyzed by the Traffic and Transportation, Constitution and Justice and Citizenship committees. After this stage, the proposal will come into effect, allowing drivers with the aforementioned conditions to update their driver's licenses in accordance with the new legislation.
CNH categories
The CNH in Brazil has several categories, and each one authorizes the driver to drive different types of vehicles. The categories are:
- Category A: Motorcycles, scooters, mopeds and motorized tricycles;
- Category B: Vehicles with a maximum weight of 3,500 kg and a maximum capacity of 8 seats, excluding the driver;
- Category C: Cargo transport vehicles with a total weight between 3,500 kg and 6,000 kg;
- Category D: Passenger transport vehicles with more than 8 seats, excluding the driver;
- Category E: Vehicle combinations in which the tractor unit falls into categories B, C or D.

The change to the CNH to include the term “reduced mobility” is a significant step forward for drivers with eye problems and other conditions that affect mobility.
This measure not only facilitates the identification of these conditions by security agents, transit, but also ensures that these drivers have their rights fully respected, promoting fairer and more effective inclusion in Brazilian traffic.
The proposal will still go through analysis and approval stages, but it represents an important step in valuing and respecting the special needs of drivers.
