Desenrola represents the debt restructuring scheme presented by the Federal Government. Last Thursday (24), Alencar Santana (PT), the person responsible for the analysis, presented the report regarding the bill that institutes the mechanism. According to the deputy, the document maintained its essence, but received some adaptations.
In this way, the program remains on track based on the guidelines that the government originally released. The legislator added that the subsequent phase, scheduled for September, remains assured for the entry of one of the income segments.

For now, at this initial stage, only group 2, which includes individuals with incomes of R$2,640 to R$20,000 with bank debts, is eligible to participate in Desenrola. The agreements are made directly between the debtors and the banks involved in the scheme.

Desenrola is divided into two income segments and aims to reduce the rate of debt in Brazil. In the context of group 1, it covers citizens with incomes of up to two minimum wages or those registered in the Single Registry.
For this group, the program will accept debts of up to R$1,000,400 and the agreement must be made through a system introduced by the government. This will take place from September, coinciding with the start of the second phase.
The program also determined that the banks involved would regularize the financial situation of all citizens in debt up to R$100. However, the debtor will have to pay off this amount later.

As highlighted by Alencar, the Provisional Measure regarding Desenrola also addresses credit card revolving fees. Currently, this type of credit card is one of the most expensive and constitutes one of the main causes of debt and non-payment among citizens.
The deputy indicated that the document suggests a ceiling of 100% for these rates, if the banks do not propose a solution within 90 days. This year, the revolving rate exceeded the level of 400%.
