On Monday (18), the Chamber of Deputies gave the green light to a law that proposes a new financial benefit for low-income families. This measure represents a relief for countless people who face adversity in difficult times.

The document, named Bill 5180/20, aims to provide financial assistance, divided into up to five payments of up to one minimum wage (R$ 1,320) each, for families earning up to five minimum wages and facing disasters or periods of drought.

Alceu Moreira (MDB-RS), the congressman who drafted the bill's substitute, emphasized the importance of this new benefit. He believes that the measure will especially strengthen family farmers, who often suffer from droughts.

Origin of the Proposal of Aid

The initial project, which originated from former congressman Celso Maldaner, aimed to support family farmers impacted by droughts, distributing up to three payments of one minimum wage each. “The main objective is to ensure that small producers can support their families with dignity when they face obstacles in their main source of income,” he highlighted.

This bill expands Law 10.954/04, which established emergency aid for residents of municipalities in a state of calamity or emergency.

Standards and Execution

According to the project, the implementation of the benefit will follow guidelines established in an ordinance of the Ministries of Integration and Regional Development, based on standards defined by a management committee. Funding will come from the budget of this ministry.

Alceu Moreira highlighted the significance of this benefit for Brazil. “We are defending these families and, at the same time, reinforcing food security in our communities,” he highlighted.

The project is still undergoing final evaluation, passing through the Finance and Taxation committees, as well as the Constitution, Justice and Citizenship committees. If it receives full approval, it will be sent for presidential sanction.
