Alexandre Silveira expressed the desire that President Lula discard parts of the MP of the Minha Casa Minha Vida program.
On Wednesday (12), Alexandre Silveira, Minister of Mines and Energy, reiterated his position in favor of a partial veto of the MP of Minha Casa, Minha Vida. He stated that he had asked President Lula to veto the amendment that requires distributors to contract the surplus energy from solar panels of the program.
The National Congress added this amendment to the text of the Minha Casa, Minha Vida MP. Aneel had already criticized the item in question. According to the agency, this imposition could generate a negative impact of more than R$1 billion on the population's electricity bill.

Speaking to reporters, Silveira confirmed his support for the installation of solar panels, but expressed concern about the obligation imposed. He hopes that President Lula will use his veto power to adjust this aspect and align the text of the provisional measure with the original proposal of the Federal Government to the National Congress.

Minister's Statement
“I would like to highlight that there was a government policy, under the leadership of President Lula, formulated by the Ministries of Mines and Energy and Cities, to expand access to solar energy in Minha Casa, Minha Vida homes”, Silveira began in dialogue with journalists this Wednesday (12).
“We consider it inappropriate that distributors are forced to buy the surplus energy from these solar farms without any benefits to the population”, argued the Minister.
“The president (Lula) understands the importance of maintaining the solar energy policy for the Minha Casa, Minha Vida program. However, the charge cannot fall on the distributors, it is a government policy”, he added.
In a recent interview with CNN Brasil, he had already expressed this view. “The electricity sector presents a great asymmetry. Several factors, such as the opening of the market, occurred in an unbalanced manner, causing a great impact on tariffs for regular consumers”, he concluded.
“We must proceed with caution to resolve the problems that have arisen so far,” he emphasized.
Understanding change
The Federal Government issued MP 1162/2023 in February. In short, the document provides for the restart of the Minha Casa Minha Vida program along the popular lines of the first PT governments.

The MP also proposes the creation of measures to increase the generation and distribution of electricity, mainly through solar panels.
During the process in the National Congress, legislators included an amendment. This amendment, which requires the purchase of surplus energy generated, causes the greatest controversy.
The president has until July 17 to sanction the Minha Casa, Minha Vida provisional measure. In an interview, Rui Costa, Minister of the Civil House, said that Lula will analyze the matter carefully and avoided anticipating decisions.
